That won't be an issue! I think i got rebuild aid before I went inactive, so I have 112m rn, and like 50 infra haha. I can get to being bitten by itf! Tis but a scratch

Most probably you have way too much outstanding bills right now, but since you cannot receive/send aid for 7-10 days, please be patient and post in the general forum and ask for help when are finally able to send/receive aid. What you can do meanwhile is sign up for a trade circle. You can also sign up for ITF in advance, so that when ever your aid slots becomes available you can start selling tech to earn money. In case you need some refresher on the game feel free to check out academy courses and the library. Lastly, we are always on look out for people who can help around in internal affairs and the military. Feel free to apply for either one or both.
