I may be in a situation with no return. Been inactive for so long that my bills outweigh my taxes, plus the is a 100% penalty on tax collection. So unless I get aid amounting to enough to pay the bills, the nation is dead

Was sorry to see you go into inactivity - this is grim.  You didn't post what your collection might be but little matter, that is a HUGE chunk for donations.

You can lessen the bill by deep sixing all of your military except for the minimum troop amount ... about 19 percent.  

IF allowed you might also get rid of any improvements that do not directly bring in cash ... and some that do.  You've been paying maintenance on them so long they will keep you from going forward and you can get them later, for now you need to reduce your debt.  Airports, Barracks, Border Walls, Casinos, Churches, any Naval improvements,  a couple missile defenses or 5, prisons, Red Light Districts,  a couple Satellites or 5 and as many Rehabilitation Centers as you dare.  This is crisis debt reduction.  

 

Next if you can get in a trade circle before you pay your bills and/or collect it will really make difference.  That whole process is really tight right now.  There is a circle that just came open but there may be a line to get in it.  I'm not in charge of that.  It's Juggernauts 8BR.  You can ask, right.  

 

Make your decisions on the above.  If allowed, it should change your number to something CLOSER to doable..... maybe.  Would love to have you on board again, but asking folks to pitch in is fine when it looks like it won't take a year to accomplish, right?

Went inactive during early COVID. I'm i healthcare. Later, I didnt have access to my old email address to get back into the game. finally found a work-around. But, yes... it is pretty grim.  

 

tax collection right now is just over $20M, but there is a 100% penalty until I have bills paid. So, in essence, it's impossible without something drastic.

 

So, I did drastic.  sold infra until I could get back in with the cash i had on hand.  went from 13,801 to 3011

Welcome back. Get into a full trade circle ASAP, which will reduce your due bills drastically.
