    Skylines just feels like an actual city to me. I never had that feeling with sim city.

    I know Cities:Skylines has a mode without money period. Let's you either start with everything and unlock it or start with limited stuff and unlock as your city grows. I've seen people with massive and beautiful cities. The economics on it arnt really that bad either. But I prefer to do sandbox style. It's got it's flaws but it's good in my opinion. And you can get mods for it, my reccomendation is for traffic. The base game doesn't have many options to control it.
