Tonight, the nations of South America and Western Europe, recognizing the cultural, historical and geographical bonds that draw us closer, agree to the creation of the United Republics of South America (URSA), a collective organization for the security and protection for all included members.

Article 1:
The will provide same turn assistance if the other is under attack without the need to publically post support. The signatories agree to not attack eachother as this would be deemed an unfriendly move.


Article 2:
The signatories automatically provide support in allied conflict and are only expected to post should they wish not to support allied troops in conflict in which a signatory is partaking though this does not automatically equal a declaration of war.


Article 3:
The signatories agree to allow free access of the other's troops through their territories.


Article 4:
The signatories agree to provide any intelligence they have and gathered that may be of interest to other signatories and the group as a whole.


Article 5:
The signatories agree to recognise that the creation of this group will be used to the betterment of all current and future member states. Moreover this group shall not be used to persecute any of the member states or the imperialistic ideals of any one individual.


Article 6:
Should there be such a time as the signatories see it fit to introduce new members to the republic a period of formal consultation shall be held with the applicant member and an open ballot will decide if that member should be allowed to join (75% "Yes" needed).


Article 7:
Should any member state wish to leave the republic, it will have a grace period of two game turns before any military action could be taken.


Article 8:
Should any member state be deemed a risk to the republic there must be 1 turns warning time where they are made aware of the feelings of an individual and chance to correct their attitudes. Should there not be sufficient progress made a vote may be taken by the uninvolved nations to expell the individual (unanimous decision required if expulsion to be carried out) and a grace period of 4 game turns shall be given to give wounds chance to heal.

The Neutral Socialist State of Cypriod is slightly confused as to what article 2 means, specifically the part quoted below:

>and are only expected to post should they wish not to support allied troops in conflict in which a signatory is partaking though this does not automatically equal a declaration of war.<

we are also slightly confused as to one of the members being geographically on another continent, unless that is an observer nation of sorts.

our last issue is the name of the treaty and how exactly the bloc is supposed to expand when it already compasses south america.

But other then that we only wish peace and stability in the southern hemisphere.

Oh and perhaps a name change of the treaty would make the bloc more appealing to other nations and also remove the fact that 1 of the members in the treaty is not located in South america

The nation which is on the other continent will (untill troop movemnet links have been established) be relatively observer I assume having looked at the war formula?

Anyone can join our bloc theoretically... as we were all nations in South America who truely founded the bloc it seemed like a sensible choice. Nations do not have to be based in South America to be a member and that does not effect their membership status in any way..

The nations of the South American Commonwealth, United States of South America, Nation of Blade 619, and Progressive of Sol were the original members and planner of this bloc hence the name URSA. It is the same way how NATO managed to include Turkey despite Turkey being in the Middle East.

That article might need a little rewording Trail.
