I would'nt invoke the theory of American exceptionalism, that's a can of worms depending on how you wish to use the term.

Thanks for that Foxy... I saw the rail gun a while back and it's fierce, and much more effective than the laser in poor weather.
I'm pretty sure that China has stolen that too since the only investment they have to make is in cyber-crime.
It would be great if the U.S. and China were able to pool resources for the good of mankind... but they would have to start treating mankind like they have worth first.

All nice and well but you'd think the idea of TESTING this thing next to an ACTIVE warzone might "aggrevate" not just the warring sides but anyone else not directly alligned wit the US?

You are absolutely wrong in saying the only investment China has to make is in Electronic warfare. You need Economic base, industrial capacity, know-how and R&D capacity to build these things. It's not like you Grade 4 maths test, where you copy paste and get the score. You think if say Chevrolet passes the blueprints of caprice to some random poor country that they'll be able to build that car? No. They need to have trained engineers, mechanics, metallurgists, cutting machinery precise to mm and less, robots, factories, the supply chain of the relevant material and alloys that within strict tolerance limits, not just something that you pump out of a steel factory, and 1000 other things and that's just for the body. The engine is a whole different ball-game. And we're just talking about a commercially available car.
Military technology and devices are lot more complicated. Think over it, you cant take blueprints and copy paste them, it doesn't work like that.
Every nation state tries to steal secrets and keep it's own safe, that's just how it is played, that's how America plays it and that's how China plays itys it, America complains when China does it, China complains when America is caught doing it, it's nothing but PR to keep us simple people in line and make us believe we're better than others.
There is no moralism, right or wrong in international affairs, there's only and only self-interest, everything else is just layers of facade to keep us peasants in line and draw legitimacy from us through different mechanisms of government.

I tend not to believe in superior new weapons that are only present in the form of CGI representations. I remember the video of this a few years ago where they showed it setting fire to a small boat. It took a good few minutes. In calm weather. With a stationary target.
The question is, what purpose does this weapon serve? I mean great, its a laser. That sure is useful in a marine battle field where fog, smoke, and other obscuring factors are never going to be a problem at all......

As for the rail gun, its the size of an artillery piece but they have to fire it at a dummy warhead to see a decent explosion. It can take down a manly pickup truck with as much effectiveness and as a shoulder launched rocket....the terror it will strike. Especially as we have had conventional weapons capable of a muzzle velocity of 4 times the speed of sound that are much smaller for decades.
