So based off of Kevin's note about this being a No Reveal game I think it's likely that a Reviver exists. From the mafia wiki:

No Reveal is a mechanic in which no information is revealed about players as they die - neither their role nor their alignment. Contrast the default Full Reveal and Limited Reveal.

No Reveal is typically disliked because it offers the players no information about how well they are doing. On the upside, No Reveal is ideal for games with Reviver.

 

Also from the mafia wiki:

A reviver can either refer to a player who can bring dead players back into the game, or less commonly a player who revives itself after death.

Since in most games players' roles and alignments are revealed upon death, Reviver is normally an unbelievably powerful role. Thus, Revivers are normally only seen in No Reveal games to prevent mod-confirmed innocents from running around.

 

It seems likely that we are dealing with multiple anti-town factions (a mafia team and COVID-19) based on the above and Kevin's narrative in the OP. My guess is that COVID-19 is a single person maybe a "Cult Leader" who can recruit new people to their cult (infect people with the Coronavirus).

 

There are 14 players in the game so we are probably looking at 3 or 4 scum total. My guess is either a mafia team of 2 and 1 cult leader (or other faction) or 3 mafia and a cult leader (or other faction).
