Their goal will.be to expand. So if anything why would probably pick the least likely people to be protected, like our noobs and not very active people

This seems like it would be the preferred course of action for the cult but you are assuming that whoever the cult leader is thoroughly thought out that plan. A newer player might have no idea. Hell, some of our more experienced players may be playing their first game with a possible cult faction in play.
