Check this out my college asked me for health insurance for the dorms. It was mandatory for me.

yes, exactly. Just worry bout yourself as well. Honestly though I am in a dorm as mentioned earlier, I get to do what I want anyway. Do your research no matter what first. If you find a building too loud and obnoxious stay clear. It's better to find a more quiet setting and get the connections to the more loud and obnoxious dorms. Obviously thats where the parties are. It's all about balance! I am on my 2nd degree now.

Shoot theres a website I seen at my current one. They have this board where you'd fill out a mini ?'er like favorite/least favorite chore. Look for websites, and that board if yours has one. You don't truly need to be compatible, the key to the room mate game is sanity...really. I mean you need to make sure no matter what that you have ground rules established (mess's,women,parties, other people, curfew, chores, and #1 Bills). And as long as they are sane enough to do what they need to you both are good. And yes schools literally just fill rooms. I live by myself now in my schools dorm, because I like the extra focus Try to make a buddy and move in together if you got time browse the schools forums... I'm sure someone is looking too!
