As of today, realistic candidates:
Hillary Clinton (D-NY)
Ted Cruz (R-TX)
Rand Paul (R-KY)
Less ... ahem ... likely ... candidates do exist, including the wonderfully named Vermin Supreme, who hopefully will revive his 2012 platform, which included:
1) A free pony for every American
2) Zombie apocalypse awareness education
3) Federal funding for time travel research

Hilary Clinton announces 2016 run. Meh, what difference does it make?
Going to be a hard for her to gain votes given her screw ups. Only the die hard liberals, uniformed voters, and feminists would cast a vote for her.

It indicates that you are not confident the party will support you, and hope to gain enough grassroots support to overcome any doubts your own party might have about your candidacy. If your own party doubts you, it's usually because they don't think you'll win the general election. And they are probably correct.

Potentially true regarding early announcements, but I think we're at about the average time when announcements of candidacies are made.
As outlined in this FiveThirtyEight post, for both parties going back to the 1970s, the average announcement date was ~300 days before the Iowa Caucuses. Since those have been scheduled for February 1, 2016, 300 days prior to the caucuses is April 7, 2015, which is to say, now! Therefore does not seem unusual that the four major announcements we've had so far have been bracketed by March 23rd (Cruz) and April 13th (Rubio).
Interesting fact, if Hillary wins, with the exception of Obama, American presidents will have been from two families exclusively from 1989-2020/2024. It's basically a monarchy!
Hillary was supposed to be crowned in 2008. She suffered humiliation when her party turned on her in favor of Obama. She has not allowed that to happen this time. She sucked all the air out of the normal process, bullied anyone else away from getting any traction, and has purchased the loyalty of all others that matter. She will walk to the Democrat nomination and step right into a buzzsaw.
Hillary didn't want to announce this early. She wanted to wait until summer, and wanted to force the Benghazi hearings to be over with before she announced. Trey Gowdy knows what he's doing, and would not proceed until he gets all the evidence. Where's all the emails from the State Department? Oh boy... secret servers, deleted documents, destroyed hard drives, lies, crime, lies, crime, crime...
Typical Clinton. She announced now in an attempt to stop the bleeding. She hopes people will once again look the other way. She hopes once again the rules will not apply to her... she's Bill's wife after all. The Democrats are stuck with her. No one else can put together a meaningful campaign. We so need to repair the republic. It will take honesty, sacrifice, and a lot of willpower.

It may be cliche', but both are true. Bill Clinton was a southern Democrat Governor... they have gone the way of the mammoth. Hillary is a damaged candidate with more baggage than she has people to carry it. Anyone else that can possibly run, would run to her left and be destroyed like McGovern or Dukakis. Hillary will run as Bill's wife and "let's make history and elect a women". She will have to put on quite a performance to mask the lying, criminal lawyer is has always been.

-The Clinton Foundation accepting money from foreign governments, especially ones such as Saudi Arabia.
