Mandating purchase of a product does not give people a monopoly. It is a mandatory requirement to have car insurance to drive a car and there is a highly competitive market. Likewise it is a mandatory requirement (not by law but by customary standard) to have fire insurance if you have a home, yet there is still a competitive market. It is mandatory for an employer to have employee insurance, or for a public building owner to have occupiers liability insurance, or for any kind of professional to have professional indemnity insurance.
These markets are all still competitive. Blaming mandatory purchase for high prices is not an automatic government failure, there is a market failure at the same time.

States have passed their own individual laws regarding car insurance... not the Federal Government. You are only required to purchase car insurance if you drive a car. I don't drive cars... so I don't pay for car insurance.
You are required by the mortgage holder on your house to pay for insurance... not the Federal Government... if you don't own a house, you don't pay for it.
If you employ people, you have to pay for workman's compensation. If you don't employ people, you don't have to pay for it.
None of your examples are remotely the same.
EDIT: Oh sorry, I forgot to add that the IRS doesn't levy a penalty/fine/tax on me for not paying for any of the above.
