Essentially it stated that law enforcement officials have indicated months in advance that this particular passage could prove problematic in counter terrorism operations, but the government was too busy ignoring them. But either way, as I see it, when you have a target like that sitting right in front of you, the sensible thing to do is to move in and take it and let the jurists and lawyers deal with the legal stuff later.

Thats what mostly happens aswell, plus as I indicated you can get an exception to just bust in when you see fit. (just get the proper cause down first, lawyers are evil everywhere ). There is with this case alot of mudslinning going around but hardly any is getting punished cause they know they would all get burned for it
The 9pm-5am line is mostly for non-policional (lol word?) house visits, like notary or other official house calls. Something called "house peace" (not the english translation mind you), its more along the line of a defined time in which a home shouldn't be "invaded" by official business unless called for it.
