I'm going to slightly derail this topic a bit and throw this out here as a football fan: I'm surprised that this is the first time to my knowledge that a big club/footballer has been targeted by terrorists (or in this case make it look like it was). Imagine the fear you create when you actually kill a high profile footballer while he's just sitting in a bus. That bus isn't going to withstand a proper bomb and even though the routes the busses take are pretty secure along the way, you can't possibly guarantee that the police can keep that route complete safe for something like that.

More shock? Yes, probably, at least in case of fans, who care more for their team than for some random victim. But more fear? Is it more fear, than you cause by killing an anonymous person sitting in a bus? I think every random guy fears more when he's in the targeted group (in this case: random attacks) and not when he does not belong to targeted group (high profile football players).
Other than that attacking a specific target (you need to collect intelligence, get a proper equipment, synchronize with target to be at the same place at the same time, find a way to get through security, etc) is few levels above in difficulty when compared to launching a random attack (you just need a knife / car, anyplace, anytime) - that's why we see what we see.
And if (hopefully not) a team of terrorist prepare a more sophisticated attack, with they limited resources, I think they'll still choose to hit more vulnerable targets (bus, metro, cafe, fan-zone).
