Costs (of not explicitly role claiming): We could have lynched somebody else - a scum (or of course, a townie). But instead, power goes to scum since they could NK someone else they are sure is not scum.
Benefits (of explicitly role claiming): Same as if you didn't explicitly do so. Since if you're a cop, scum would have to consider whether the doc would protect you or not.
But with added benefits, the doc would be more certain to protect you with the knowledge of your cop role. Plus, we could lynch somebody else instead today.
